I have tried that a number of times. If the device is not connected, then clicking the x brings up two choices. Pair the device or cancel the command.
I am surprised that devices no longer required or used cannot be removed.
I found the answer to this question in another thread. Steps 1 and 2 are essential (use the bluetooth icon on the menu bar, not through system preferences).
It worked for me. I was able to delete all the old devices linked to a used computer that I bought.

i have replaced my iMac with another iMac but the first Magic Mouse 2 and Magic keyboard 2 still show in my list of Bluetooth devices. System preferences will no allow them to be deleted.

Can provide a screen shot of System Preference / Bluetooth? I assume you're trying to remove the duplicate entry that somehow shows ups?
Do you have ONLY one Magic Mouse 2 and one Magic Keyboard 2 device? If you have two, are the other ones SWITCHED OFF?

They can be. I have done it recently with the Magic Keyboard and Magic Trackpad 2. But I have a Macbook Pro Retina with built in keyboard and trackpad and before I paired the new devices, I powered off the old devices, right clicked on each old device (not the X) within System Preferences/Bluetooth and selected REMOVE which removed them both. Then I paired my NEW devices.
I probably should have done just that, but did not remove them before disposing of the old iMac. It is okay that they cannot be removed, but annoying to see them permanently showing on the list of bluetooth devices.

I'm not on my Mac right now, but maybe there's a plist somewhere that can be deleted. Maybe in Library/Preferences or ~/Library/Preferences with some sort of bluetooth label. If there is, copy it to your Desktop, delete it and restart then check System Preferences/Bluetooth. Otherwise, I'm out of ideas.

pairing my Magic Mouse 2 but want to remove two devices that I no longer have, yet clicking on the "x" has it want to pair with nonexistent devices but it will not allow me to delete them
You are a genius, thanks very much I also had a few of unused keyboards and mouses that were in the list and I could not remove only pair, but with the option key you mentioned I remove them one by one.
If every problem had a solution like this it would be a perfect world.

You should be able to open System Preferences/Bluetooth, right click on one of the devices and select Remove. Then do the same with your other device.
only have one magic keyboard and mouse 2, but the original magic keyboard and mouse 2 that i no longer have still show up in the bluetooth list.
And there's no way you can click on an X to the right of the original entries to delete them OR right click on each to select Remove?
